Yes and No. Maybe with strict background checks. The housing that they get are needed by Canadians, but I understand the some of these people need help.

Yes as long as they pose no harm toward anyone. Although too many refugees will cause extra population and canada will become more crowded than it already is so maybe by putting a set limit per year, this problem wont occur.

Yes, however the government needs to give the same amount of attention to Canadians as they do to the Syrian refugees
