that's a tough one, it's unethical but effective; I think they should stop and find other ways to conduct these tests

Should immigrants from high risk countries be banned from entering the country until the government improves its ability to screen out potential terrorists?
there are other measures available to ensure that these immigrants can be located should there be an issue, so no.
