If it is not their primary residence, owned and operated business out of said building, or holiday home.

No, they shouldn't be banned as long as it is their primary residence.

Should convicted criminals have the right to vote?
Yes, but only after completing their sentences and parole/probation and only if ther crime was not murder or another violent crime.
