Depends on what “serious” crime is
Terrorism, murder, kidnapping, human or drug trafficking to name a few.

Yes, but after they have finished serving their sentence and its safe to return to their home countrey
Who cares if it is unsafe for them to return to their country. You don't commit crime in the country and get safe passage back. It's part of the consequence.
