Should people under the age of 18 years old be able to receive gender-transition treatments?
Yes, but only for non-surgical treatments such as puberty blockers and hormone therapy
Puberty blockers are reversible (I'm not saying they don't have side effects, I know there are some risks of low bone density, endometriosis, etc.)
The child can later on decide to stop taking the blockers and things will proceed more or less as normal. It's no more of a life-changing decision than getting into a car knowing that you can get into an accident. Yet millions of kids do that.
