- Screen and allow qualified immigrants to work in thier field if qualified. particularly Drs and other health workers - testing or accredidation of foreign schools
- skilled people should be located where there is need for a minimum time. i.e. Doctors required to practice in rural communities for 3 years. instead of all going to Toronto and Montreal.
