It depends, if people are looking for a better life, then they shouldn't but if it is done in a way where it causes problems, then it should be implemented that foreigners need to do a proper check with the government to ensure they aren't trying to make issues that are ongoing occur more often, but it also depends because if taxes are increased, then it just makes the chance of someone buying a home leave for cheaper replacements, to sum it up, I think it should be their primary residence but with proper monitoring to ensure they have to become citizens.
