Foreign home buyers should be allowed to buy primary residence

However, they should not be able to buy several ‘holiday homes’ especially in overpopulated resorts in Canada like Whistler. They should either not be allowed to purchase or be taxed at such a high rate that if they wanted to buy they would have to rent out to locals.
