If we can find enough in the budget for a lump sum, great. If not, students should still be able to contact someone and get some other kind of relief: receiving textbooks in high-demand fields, a set-time living somewhere rent-free, food/bills/amenities, some tuition relief for a career change.
This would only apply to each student once, maybe twice depending on circumstances, to prevent another potential drain on funds by parasitic citizens or students with little-to-no drive or plans.
