Currently sixteen states (California, Colorado, Connecticut, Illinois, Kansas, Maryland, Minnesota, Nebraska, New Jersey, New Mexico, New York, Oklahoma, Oregon, Texas, Utah, and Washington) allow undocumented immigrants to pay the same in-state tuition rates as other residents of the state. To qualify, students must have attended a school in the state for a certain number of years, have graduated high school in the state, have confirmed they are applying for legal citizenship.
