I believe a person would become hesitant because of the fear of the unknown. Western media has played a huge role in convincing its' citizens that our way is the best way, which would make any Canadian citizen resistant to change. If one day Canada decided to apply and implement Russian tactics and protocols on citizens, it would be highly rejected. The fear of change is what makes citizens hesitant.
