Government is not incentivized to reduce costs, private is. With proper standards private companies can help solve overcrowding.

Profits should not take precedence over freedom (or lack there of in cases of prisons) of other people. Private companies involved with services offered to prisons (food, education etc) should bid for it in transparent and accountable manner.
Private prisons will be incentivized to keep running, and therefore there goal will be to increase the amount of inmates. This might encourage them to support policies that that does not reduce crime.
