They should not necessarily enact a stricter policy, but a different process that prioritizes skilled workers in areas of need, and most importantly allows a more streamlined and cost-effective process to test workers for equivalency to practice their trade or skill in Canada.

Make "skilled workers" a priority, as well as refugees and people who aren't tied to organized crime or extremist groups

It should be balanced between different communities and that skilled laborers should be given priority. Refugees should only make up 40% of all immigrants in an annual year.

Don't add to the rate of immigration and make sure they don't steal jobs from Canadians who are struggling

Yes, not too strict though, but it does need to happen or be reorganized since it has literally gotten to the point where people who are born in Canada and moved to another place for a couple of years have a harder time coming back as citizens with everything in the way over immigrants.

Time wise, things should be sped up, i've heard of immigrants waiting to much time to enter the country which could put them in danger in certain situations.

Yes, but make the process easier for skilled workers. And strictly screen immigrants for criminal backgrounds. Then regularly review them to make sure that they become ideal citizens. If they haven't and they're not thankful for being in Canada send them home.
