No, the current income tax act should be reworked in its entirety. Canada should try to encourage wealthy individuals and corporations to come to Canada as opposed to taxing them to the point they choose to leave.

Raise taxes on the rich in such a way that does not encourage moving of their wealth to other countries (e.g. increase tax on luxury goods as opposed to income)

There needs to be some way that these “rich” can be higher taxed without them finding loopholes to just not pay taxes. EX: charity fraud
