How important is it for people to have access to uncensored information, even if it challenges the views of their government?

If it is for the safety and privacy of individual the government should completely prohibit apps that can spy or have access to an individual private information

It can protect people from slander intentionally making a false accusation or claim against someone in order to hurt their reputation 8 or violent threats.
